PROJECT PROPOSAL FOR SETTING UP METEOROLOGICAL WEATHER STATIONS IN SELECTED FARMERS CLUB/SCHOOLS

Introduction: Orissa comes under typical tropical climate due to its proximity to the sea. Summers are very hot while monsoons appear obliging for crop productivity. The state experiences three main seasons, namely summer season, winter season and monsoons. However, for more than a decade, Orissa has been experiencing contrasting extreme weather conditions: from heat waves to cyclones, from droughts to floods. The state has been declared disaster-affected for 95 of the last 105 years. In the last four years, calamities have claimed more than 30,000 lives. They have not only become more frequent, but have hit areas that were never considered vulnerable. As a result, Orissa’s economy has been ripped apart. Orissa is placed at the head of the Bay of Bengal where weather is formed. A slight change in the sea’s behavior can have an immediate impact on the coast. The Bay becomes the centre of low pressures causing heavy rains and cyclones in the sub-continent and especially in Orissa. These cyclones and depression involve circulation over thousands of kilometers and form links between Orissa’s atmosphere and the entire planetary circulation system. Going by the key parameters of climate like temperature and rainfall, the climate may worsen in Orissa. The full impact of climate change does not show up immediately. It triggers changes slowly but certainly. So, the meteorology as a subject can be made instrumental in converting a farming community from a ive recipient of information to active Information Technology (IT) s. There is a scope of increasing the opportunity for participatory and interactive learning for farmers more particularly belonging to coastal belts through Community Centers and Eco Clubs.

Project Objectives: 

To provide opportunity for participatory and interactive learning for farmers’ club /Eco Club with a view to transform them from being ive recipients of information to utility oriented activities. To acquire Meteorological Data and develop acumen on Information Technology (IT) to help the local society and armor the rural farming community for timely intervention of improved cultural practices. To bring farmers club and other associated rural community organizations at grass root levels into networking relationship. To monitor environmental trends, climate change and interpret region specific micro-level data base on meteorology, climate and natural resources and related fields.

 The natures of scientific problems proposed to be studied under this project are extreme weather conditions like cyclone, flood, drought, heat wave, change in monsoon pattern etc. The suggested protocols to be covered are:      

Temperature: Minimum, Maximum, Dry Bulb, Wet Bulb Wind: Direction, Speed Clouds: Types, Amount Sunshine: Insolation, Radiation Evaporameter: Evaporation and Relative Humidity Global Positioning System (GPS): a device used to locate Longitude and Latitude of a particular area.

Methodology: We are already a recognized Technical Resource Centre (TRC) in the Participation of Youth in Real time/Field Observation Benefit to Education (PROBE-Orissa) programme of Department of Science & Technology, Govt.of India and completed 2 years and installations of 15 nos. weather station in selected schools of Kendrapada and Jajpur districts. The methodology that we want to adopt is as follow. 



Setting-up of meteorological instruments like Minimum and Maximum thermometers, wind vane & cup anemometer, rain gauge, dry & wet bulb thermometer in each school with high band communication network. Students with the help of teachers record observations on the identified protocols. They gain knowledge about their day-to-day weather parameters and enter data every day in the formats developed as per IMD format.





 

 

NABARD may provide the necessary infrastructure, logistics to procure instruments, install them, record observations and create a database of multiple utility. Data could be shared among other stakeholders. The training of master trainers will be done on subjects like Atmospheric Sciences, Computer Education, Weather Observations, Time series of data etc. who in turn impart the knowledge to farmers’ club member, Eco clubs and rural school students. Organization of lectures by eminent experts, creative workshops in schools, rural panchayts & other meetings. Transmission of data received from farmers clubs to nodal centre for its storage and creation of database for future research studies & weather analysis. Onward transmission to IMD for national utility and advantage to farmers. A well devised course curriculum is available with us which will be implemented with further interfacing with IMD & subject experts. Empower the farmers’ club /students with weather forecast potential for their locality.

Protocols of Programme: The instruments required for PROBE Meteorological Laboratory is as Follow.  

“Dry Bulb Thermometer, Wet Bulb Thermometer, Maximum & Minimum Thermometer” are used to measure the temperature and relative humidity. “Rain Gauge and Measuring Glass” is used to measure rainfall amount.

 “Wind Vane and Cup Counter Anemometer to know direction & speed of the air in motion (wind).  “Sunshine Recorder”: Insolation, Radiation  Evaporameter: Evaporation and Relative Humidity  Global Positioning System (GPS): a device used to locate Longitude and Latitude of a particular area Work Plan & Activity Schedule:  Engagement of Essential Staff: 01 month  Final Selection of Location: 01 Month  Setting-up of Met Observatory in Block/Panchayat areas: 02 months  Connection of high band communication network: 02 months  Development of course curriculum for farmers club/general public/students: 01 month  Training to Farmers Club /Project Officer/Eco Club Students & others: 02 months  Data Recording, Transmission, and Analysis etc.: Soon after completion of above activities. Project Duration: The duration of the project would be initially for Three year, which may be extended as per the willingness of NABARD, IMD & DST. Principal Investigator: The Principal Investigator of this project is Dr. Sangram Keshari Nayak, Former Principal Scientist and Head, Phy. Biochem & Environmental Science, Central Rice Research Institute, Cuttack. He was in charge of the “Agromet Observatory” setup in the institute and gained practical experience in analyzing weather data, pattern analysis and behavioral change. Similarly, the Co-investigator, Mrs. Minati Bindhani has been involved in PROBE-Orissa Programme and other Science Popularizing activities since last fifteen years. Today road disaster and harrowing demise in road accident is very common in India. Evert day one can see these type of heart-rending awful incidents by road s. Due to rapid growth of industrialization, urbanization and improvement in science and technology more and vehicles come to market to fulfill human demands. In recent times almost every person entirely depends upon the vehicles for routine varieties of works to be completed in time. Due to lack of adequate road facilities, proper skill in driving and unawareness of traffic rules. We face so many problems in relation to our lives and property. Not only so many lives met their fatal end but also environmental pollution, and noise pollution occur due to erroneous and irregular driving practices which affect the general public seriously. India is a country of villages and more than 80% of its population live in rural areas. The rural people suffer a lot due to their ignorance of traffic rules and road safety measures. They are ignorant of precautions to be taken for handling heavy modern vehicle safety. Children play in the streets by covering the road without any hesitation and the country men walk on the middle of the road in company of others being unaware of the impending disaster. Even the drivers give the traffic rules and regulations ago by unawareness of fatal next moment. Taking intoxicants and using powerful head lights at night vehicles are driven roughly and speedly. Besides over taking the vehicle in a competitive mood is a common phenomenon now-a-days which not only dangers the life of the drivers but also of the life of people who use the road. Annually more than 70 thousand persons are getting killed and more than 200 thousand people get injured on Indian roads. Similarly in Odisha near about 02 thousand people are meeting their fatal end and 09 thousand people become serious injured due to road accidents in every year. Keeping this in view “Women & Child Welfare Society” is arranging “Road Safety Awareness Programme” in different places of Odisha by availing Grant-in-aid from the Ministry of Road Transport and Highways, Govt. of India, New Delhi & Regional Transport Authority, Cuttack. 1.Title of the Project: ROAD SAFETY AWARENESS PROGRAMME 2.Nature of the Project: Campaign for Road Safety and Traffic Control Programme. 3.Aim & Objectives of the Project: i) Awareness through Campaign a Rally on Road Safety Programme by printing & distributing leaflets, Booklets, plaque cards, banners, posters, quoting valuable slogans and symbolic eye caps. Contd.Page:2 ii) To arrange Seminar, Workshops, Rallies, Training and Competition (Essay, Debate, Slogan, Quiz & Poster) for raising road safety consciousness among the general public to know them rules and regulations when they are on the road. iii)

: 5 months (1st December 2018-to-April 2019)

7. Methodology: At first a public meeting will be held with some resource persons in a Centre Place at least 3 to 4 villages and one town to aware general public on road safety and then the rally will be marched to cover there area with leaflets, plaque cards, banner, posters & wall painting on the walls etc. The ten team of expert voluntaries on road safety programmes 1-2 transport personel will direct the rally & programme. Different slogans on the the them of road safety & traffic role will be given to accelerate this programme. Street Play & Daskathia etc., will be practical demonstration for this awareness programme. These campaign are will be coming after 1st phase to impact training programme on road safety & traffic control. For this Project Co-ordinator Volunteers will assess the training proforma sheet to enrole students/teachers of both school & college. Training programme will be of 5 days duration. In this 3rd phase a district level training programme for the infant drivers wil be scheduled for at least 5 days. At last valididictory meeting will be performed on the occasion of ”30th NATIONAL ROAD SAFETY WEEK” and facilitated trainees on road safety & traffic control programme along with guide book of that programme.

The follow up programme will be scheduled according as well as plantation will be covered at least 100 k.m besides road side to save the road from soil erosion for the protection of environment. 8. DETAILS OF THE PROJECT PROPOSAL INTRODUCTION: Today road disaster and harrowing demise of valuable lives in road accidents is very common in India. Evert day one can see these type of heart-rending awful incidents by road s. Due to rapid growth of population, industrialization, urbanization and advanced transport technology more and more vehicles come to road to meet day to day human demands. These days almost every person essentially depends upon the vehicles for routine works. Due to lack of adequate road structural facilities, proper skill in driving and unawareness of traffic rules, we face so many problems and risks in relation to our lives and property. In India, more than 150,000 people are killed each year in traffic accidents. That’s about 400 fatalities a day and far higher than developed countries in comparison. Now, our Prime Minister Narendra Modiji is attempting to curb the carnage on Indian roads caused by everything from speeding two-wheelers to cars not equipped with proper safety measures. The programme tries to promulgate harsher penalties for traffic offenses and the same has been ed in the lower house of parliament. About 75 to 80 per cent of cars will become compliant with Indian safety norms about a year before they are mandatory. However, it was little relief to note that those killed on the roads in India came down by 4,560 or 3% in 2017 from 1.51 lakh the previous year, the Supreme Court Committee on Road Safety said in a report to the apex court. While Punjab, West Bengal and Gujarat have shown a decline, Bihar, UP, Odisha and MP have reported more deaths. Road accidents are increasing at a phenomenal rate in Orissa and every year thousands of precious lives are lost due to fatal road mishaps in the State. Twenty one accidents occur every day and seven persons are killed. According to State Transport Authority sources, there were only 16,800 motor vehicles in the State in 1961. But in 2000, the figure went up 51 times to 3, 51,385, whereas the road length has increased by 7.4 per cent only during this period. Official sources said in fact, there are several roads where the vehicular traffic has increased by 4

to 5 times their capacity. Statistics for the last few years show that there is a large increase in the number of accidents from year to year. In 2005, about 7,567 accidents were recorded in the State and at least 2,528 persons died and as many as 10,147 were injured. It is a matter of concern over the increase in road traffic volume, the STA officials point out that old vehicles of more than 15 years of age and young drivers in the age-group of 25 to 30 years are responsible for most of the road accidents in Orissa. It is high time to prioritize road safety education with a focus on issues like drunk driving, driving fast, negligent and rash driving are among the 22 main recommendations highlighted in a report submitted recently to the ministry of road transport and highways. A working group on road safety education has made the suggestions that assume significance in the wake of increasing fatal accidents on the city roads and highways. Keeping this in view “Women & Child Welfare Society” is arranging “Road Safety Awareness Programme” in different places of Odisha by availing Grant-in-aid from the Ministry of Road Transport and Highways, Govt. of India, New Delhi & Regional Transport Authority, Cuttack.

Campaign for Road Safety and Traffic Control Programme.

3. Aim & Objectives of the Project: xiii) Awareness through Campaign a Rally on Road Safety Programme by printing & distributing leaflets, Booklets, plaque cards, banners, posters, quoting valuable slogans and symbolic eye caps. xiv) To arrange Seminar, Workshops, Rallies, Training and Competition (Essay, Debate, Slogan, Quiz & Poster) for raising road safety consciousness among the general public to know them rules and regulations when they are on the road. xv) To organize Training-cum-Demonstration Programme for the School and College Students as well as light motor vehicle drivers.

To organize competition: Essay, Debate, Slogan, Quiz, and Poster on Road Safety themes among the school and college students. To organize Street Plays, Daskathia & other Lok-Natya as well as slide Projector show, Road Safety & Oil, Gas Conservation & Safety Film show to display remedial precautions & measures on road safety them in different places. To prepare & publish guide books on Road Safety and Traffic Control and to disseminate these among the road s for their better knowledge. To Organize Traffic Control Training-cum-free pollution check-up camp for the School & College students. To Organize Sensitization Workshop on Safe Transportation of School Students for Teachers and Quiz Competition for students on the theme of Road Safety. Wall Painting containing different road safety messages for awareness of school students as well as parents of different school walls To adopt Plantation Programme on road side to save the roads from soil erosion and eradication of climate change. To make angers Restshed on the road side. To make stickers on Road Safety & distribute among the school students and cycle riders. Auto etc.

Target Groups : v) Project aims to cover 100 surveyed village & town of Odisha for the Road Safety & Traffic Control Programme to facilitate more than more 20,000 people. vi) Road Safety & Traffic Control Training for 40 School & 20 College students. vii) Training Programme for 200 Light motor vehicle drivers. viii) Sensitization Workshop on Safe Transportation of School Students for 200Teachers and Quiz Competition for students on the theme of Road Safety 12. 13. Duration:

5 months (1st December 2018-to-April 2019)

14. Methodology: Initially, a public meeting will be held with some resource persons in a Centre Place comprising of 3 to 4 villages (preferably road side) and one town to aware general public on road safety. A awareness rally will be organized to cover the area with leaflets, plaque cards, banner, posters & wall painting on the walls etc. The Extert Team of 10 including skilled volunteers on road safety programmes, 1-2 transport personnel will direct the rally & programme. Different slogans on the road safety & traffic role will be given to effectively accelerate this programme. Street Play & Daskathia etc., will be arranged for direct impact and also practical demonstration for this awareness programme will be conducted. These campaign are conducted after 1st phase to impact training programme on road safety & traffic control. The Project Co-ordinator Volunteers will assess the training proforma sheet to enroll students/teachers of both schools and colleges. Training programme will be of 5 days duration each. In this 2nd phase, a district level training programme for the newly inducted drivers will be scheduled for at least 5 days. At the end a valedictory meeting will be performed on the occasion of ”30th NATIONAL ROAD SAFETY WEEK” and facilitate trainees on road safety & traffic control programme along with the relevant guide book. The follow up programme will be scheduled accordingly as well as plantation will be covered at least 100 k.m on both sides of the road to save the roads from soil erosion, shade and above all for the protection of environment. 15. Follow-up: iii) Slide projector show on road safety and traffic control in rural areas , Road Safety & Oil, Gas Conservation & Safety Film show to display remedial precautions & measures on road safety in different places to develop awareness and attract the general people. iv) Plantation is to be scheduled to cover 100 k.m on both side of the road. 16.
