Report CSD 72-2016 outlined the next steps planned for the re-issue of the Request for Proposal (RFP) for Insurance and Risk Management Services. The strategic decision to proceed with an RFP (as opposed to a tender) was deemed appropriate given the complexities associated with a procurement of this nature. The intent of an RFP process is to award on the basis of highest ranked Proponent with the knowledge that price is but just one element of the scoring. Publically revealing pricing for all proposal submissions has the potential to compromise the integrity of the procurement process. It should also be noted that the RFP specifically stated that Niagara Region had a reserved right to only make public the names of any and all Proponents. There is also an additional inherent risk associated with potentially disclosing commercially sensitive information inappropriately.
