MEMORANDUM OF AGREEMENT KNOW ALL MEN BY THESE PRESENTS: This Agreement made and entered into by and between: Barangay San Antonio, a political subdivision of the government under the Republic of the Philippines, with office address at San Antonio Barcelona, Sorsogon represented herein by its Barangay Captain Nestor Escullar Sr., hereinafter referred to as the “Barangay” - And San Antonio High School, a public secondary high school with office address at San Antonio, Barcelona, Sorsogon represented by its Teacher-In-Charge Nestor F. Fombuena, hereinafter referred to as “ High School”;

WITNESSETH, that: WHEREAS, the mandate of High School is to provide free secondary education and promote the safety and well-being of the students; WHEREAS, as gesture of for the high school, the Barangay as principal strategy, has approved the construction of a barangay outpost in a portion immediately adjacent to the school; WHEREAS, it is the policy of the State to require all national agencies and offices to conduct periodic consultations with appropriate local government units, non-governmental and people's organizations, and other concerned sectors of the community before any project or program is implemented in their respective jurisdictions.cralaw WHEREAS, the capabilities of local government units, especially the municipalities and barangays, shall be enhanced by providing them with opportunities to participate actively in the implementation of national programs and projects WHEREAS, to realize the aforesaid objectives and to assert its role as Prime Agent for social change and economic development, shall focus its efforts in promoting the following impact projects: 

Construction of a barangay outpost in the most interior corner of the school.

WHEREAS, the Barangay is willing to the abovementioned impact projects and to deliver the said basic services and facilities and thus assume a catalytic stimulus in the development of the school;

WHEREAS, the ownership of the project shall be vested upon the school its completion and execution of certain formalities;upon

NOW, THEREFORE, for and in consideration of the foregoing premises, the parties herein agree to work together for the goal of promoting peace and security inside and outside the premises of the school by establishing a barangay outpost through the following undertakings: A.

The Barangay shall: 1. Provide for the installation of security fence around the outpost; 2. Assist the school in maintaining peace and security inside and outside the school premises; 3. Provide for the funds for the construction of the outpost; 4. Provide and assign personnel for the operation and maintenance of the outpost; 5. Maintain and operate the outpost; 6. Shoulder the cost for the operation of the outpost;

B.

The School shall: 1. Assist the Barangay in the pre-establishment activities of the Barangay outpost, particularly, the preparation of documents relative to the realization of the projectt; 2. Assist the LGU in the planning and physical configuration of the outpost; 3. Assist the LGU to boost its operational capabilities in the promotion of livelihood information and technology among its constituents at the barangay level; 5. Provide a mechanism to the Barangay for the continued viability of the project pursuant to its goals and objectives ; 6. Assist in maintaining the premises of the outpost
