This copy should be sent to the Min.of Home Affairs New Delhi as prescribed under Section 3 (C )of the Foreigners Registration Act,1939; Carbon Copy to FRRO officer ,New Delhi The C Form is a legal document. It is to be completed for every foreign guest arriving at the Hotel. Nepal nationals are exempted. Also NRI’s do not have to fill the C Form while NRI’s holding other than Indian ports have to fill the form. Children up to the age of 16 are exempt from filling the C form. If a foreigner’s stay exceeds 180 days, a Resident permit is issued.

2|Page Two copies of the C form are made. . One sent to the FRRO and the other remains as the Office Copy for the Hotel. The FRRO offices are situated only in Metropolitan cities like Mumbai, Delhi etc. In smaller cities, the Superintendent of Police (SP) acts as the FRO. Apart from these there are 2 separate branches for foreigners: LIU (Local intelligence unit & DIB ( Dist. Intelligence Bureau. Diplomats are exempted from filling the C form. Pakistani nationals-C forms go to a special branch called the Pakistani Cell at the FRRO.A Pakistani National arriving in India must report within 24 hrs to the FRRO while the C form must reach within 12 hrs. of guest arrival at the hotel. Other foreigners’ C forms may reach within 24 hrs of arrival. A Pakistani is issued a visa for one destination only with a fixed time period. To go to other cities he has to obtain permission from the FRRO. If a hotel fails to send the C form in time, a fine up to Rs.200, 000 and imprisonment up to 5 years may be levied on the management. C Forms are sent to the FRRO with a summery sheet on which the Hotel obtains a receipt for its records. A foreigner who wishes to stay in India after 180 days must go to the FRRO and apply for an extension. He is issued with a Certificate of Registration. A Disembarkation Card (D Card) is sent by the immigration dept at the Airport to the arriving foreign traveler. This card is usually filled up by all travelers arriving in India and deposited with the Immigration Officer at the airport who stamps and records the arrival on the guest’s port.
