1.1Abstract Payroll systems include any and all types of financial statements that involve the payment of an employer’s employees, as well as any statements that relate to the filing of employment taxes. Not only are statements included within these types of systems but the actual functions of printing, delivering or electronic transfer of employees’ funds are also included.
This study aims to increase the quality of the payroll of Eastern Visayas State University. With a manual system the employer processes its entire payroll by hand, including wages, deductions and tax calculations. To reduce the risk of errors, the employer should use this method only if it has few employees, but Eastern Visayas State University has a numerous employees that will make their effort time consuming that can lead for the employees to wait for their wages the longer the payroll process the longer the wages will be given to the employees. Amongst payroll systems statements are records of the amount of hours an employee has worked, any taxes that have been withheld from an employee’s payroll check, any voluntary tax deductions, and printed copies of checks that have been delivered, and also all records of taxes that have been paid to the government. The proponent proposed a computerized payroll system that will reduce time, effort and will make their payroll process directly and accurately.

This study was aimed to help the Eastern Visayas State University to have an efficient and effective way of Employees Time Keeping and Payroll System to give a higher quality of service.

Provide a system that will improve the Eastern Visayas State University operation in the time keeping and payroll system.
Provide a system that will monitor staffs data that is efficient to use.
Secure the records of staffs and to have more manageable files.
Use biometrics tool that will provide an easy log-in and log-out of the staff.
Easy calculation of payroll transaction.
1.2 Scope and Limitation 1.2.1 Scope This study is designed to develop a computerized payroll system for Eastern Visayas State University. It covers the process of preparing the pay slip of each employee, the regular, part-time instructors, job order and the student assistant, keeping of records safety and computing the exact wages of each employee. Including the stored report list of employee such as Monthly salary, Gross payment, net pay and deduction such as tax with held, Phil health, CFI and GSIS.
1.2.2 Limitation The proposed computerized payroll system for Eastern Visayas State University does not online transaction.

1.3 Description of the current system Eastern Visayas State University Ormoc City Campus is currently using a Microsoft Excel and Microsoft Access for their making a payroll. Microsoft Access use for regular staff like regular teaching, non teaching, regular part time job by computing their basic salary and deductions. Microsoft Excel is also use for Job Order staff and non regular Part time Job by computing their hourly rate and rate/day. After making a payroll form they need to get a sign of each head ability (COA) member. The 1.4 Description of the proposed system The proposed system will run through computer for payroll record with an integration of biometric fingerprint scanner for time keeping. It contains the of automation of time keeping for the assumptions of every staff to generate payroll transaction. It can update employee information, individual and groups and reports, file leave, set a non-working or working holiday, access control and tax refund.
